He has been certified as a Specialist in Immigration and Nationality Law by the State Bar of California since 1990. David was among the first attorneys to file EB-5 cases after the program’s creation in 1990 and has remained a central figure in its development ever since.
Throughout his distinguished career, David has represented numerous high-net-worth individuals and companies, managing complex immigration matters tied to corporate expansion, mergers, acquisitions, and investment strategies. He has secured approvals for hundreds of EB-5 cases, including some of the earliest approvals through the American Institute in Taiwan. David has successfully argued cases before the Administrative Appeals Office (AAO) and led EB-5 legal teams at top-tier immigration firms.
He is an active member and former chair of several professional organizations, including AILA and the State Bar of California’s International Law Section.
