David Hirson is a highly respected immigration attorney with over 40 years of experience and is widely recognized as one of the leading authorities in EB-5 investment immigration law. He has been certified as a Specialist in Immigration and Nationality Law by the State Bar of California since 1990 and was among the first attorneys to file EB-5 cases following the program’s creation in 1990.
Throughout his distinguished career, David has represented high-net-worth individuals, developers, and companies in complex immigration matters involving corporate expansion, mergers, acquisitions, and investment strategy. He has secured approvals in hundreds of EB-5 matters, including some of the earliest approvals through the American Institute in Taiwan, and has successfully argued cases before the Administrative Appeals Office.
David has held leadership positions in prominent professional organizations, including AILA and the State Bar of California’s International Law Section. He is also a prolific author and lecturer, having contributed to LexisNexis, PLI Corporate Counsel publications, and EB5 Investors Magazine, and has spoken globally on immigration and investment-related matters. His many recognitions include Martindale-Hubbell AV ratings, Super Lawyers, and numerous national and international honors. Claudia Rea Jimenez | Vice President
Claudia Rea Jimenez is a Partner at David Hirson & Partners, LLP, where she represents individuals, families, and corporate clients in a broad range of immigration matters. She was voted a Top 25 Immigration Attorney by the audience of EB5 Investors Magazine and is widely recognized for her experience in both immigration law and cross-border legal strategy.
Her practice includes family-based immigration, federal immigration litigation, waivers of ineligibility, criminal matters involving noncitizens, and employment- and investment-based petitions. Karla Samayoa | Chief Operating Officer
Karla Samayoa is the Chief Operating Officer at Hirson EB-5 Regional Centers, where she oversees client onboarding, operational coordination, and compliance support for EB-5 projects. She works closely with project teams and third-party service providers to support I-956F filings, organize documentation, track key requirements, and help matters move forward efficiently.
Her role includes guiding clients through the EB-5 process, coordinating with economists, securities counsel, and other professionals, and maintaining the records and internal systems needed to support regional center compliance under the Reform and Integrity Act of 2022.
Before joining Hirson EB-5 Regional Centers, Karla held leadership roles at eb5Marketplace and Ashoori Law, focusing on operations, client communication, and workflow management. She is also a contributor to industry publications, including EB5 Investors Magazine.
A graduate of Harvard University, Karla brings a practical, organized, and detail-oriented approach to EB-5 operations and regional center support.
